Reading again, "successive trains" does seem to say that it isn't the first group (those who leave for the cities as soon as they arrive) being talked about, but the second (the ones who stay to adjust for a while). I'll edit my answer accordingly because I think what you said is correct.

These (the second group) travel by later trains to all parts of the country. It's natural to be anxious about your luggage on a train when it has to be stored some distance away from your seat.
