I'm wondering why is the past perfect used after the simple past? wouldn't make more sense to say: when he'd dropped her off that night he said '...'?

i found the sentence: when she came to the table he'd asked her to sit. I'm wondering why is the past perfect after the simple past? wouldn't make more sense to say: when she'd come to the table he asked her to sit?
