I read this in a chapter named "Deep Water":

I never went back to the pool. I feared water. I avoided it whenever I could.

I think that the last part "whenever I could" conveys a sense that he couldn't avoid it all the times. But then the first sentence means that he just didn't go to the pool which would imply that he avoided going there all the time. So I wanted to ask if my assessment of these sentences is right.
