Use was going to, were going to or would + infinitive.

He knew he _____ (be / late) for the meeting, but he didn't phone to tell the others.

I am really confused and I don't know how to complete this sentence. I know that we often use was/were going to after 'think' or 'know' but if it's:

He knew he was going to be late for the meeting, but he didn't phone to tell the others. (= It was his intention to be late for the meeting and not to phone to tell the others.)

I would be very grateful if you could help me.
