Can I change it to

A protocol is a language that computers use to communicate with other computers on a network.

And are there any good sites/books to know how I can use a/the/-s correctly?

    There isn't a single correct answer. You can often swap many instances of a for the (and vice versa) and still have it make sense. What you have is fine—both versions. But so would be additional variations. – Jason Bassford Supports Monica Sep 4 at 12:03

Both of your examples look like normal usage to me.
