I'm confused with the grammar structure of the two sentences below: 1. It seems logical that the priority of any company should be to cover its running cost. 2. Owners have is to treat the employees well, rather than exploiting them. I don't understand why they use TOBE + TO Infinitive in 2 sentences. Can you please explain that to me? Btw, Can I ask one more question? Should I write ANY COMPANY OR ANY COMPANIES in sentence 1? Which one is more accurate? Thanks a lot!

    Your second example is syntactically invalid (the word is shouldn't be there at all). The first example is fine, but could also be expressed using a gerund rather than the infinitive to cover, as The priority of any company should be covering its running cost. – FumbleFingers Reinstate Monica Feb 13 at 14:21
