Why is 'knowing' used although it's a stative verb? As shown in the following example:

Allah is knowing of all things.

If I say knowing is an adjective, it will be used before the noun only.

"knowing of" is a phrasal verb, "is" is a verb.

Allah is knowing of all things

[subject] [verb] [phrasal verb] [preposition] [object]
