Question

a. There are places where you can't go without telling me.

Does that mean:

1. You have to tell me that you are going there before you go.

or

2. You have to tell me that you have gone there after going there.

?

I am pretty sure it can mean (1) and I think it could mean (2).

Isn't the sentence ambiguous?
