I feel the 'would seem' is a rather 'round about' or 'long-winded' way.
If you are native English speakers, what would be your advice for the phrase 'would seem'?
I think 'would seem' implies the possibility of 'getting better' is not known at the time of speaking though the likelihood is rather high.
