I understand the meaning of this sentence. I think it can also be rewritten as follows.

I am wondering what kind of grammar is used by the book author.

  • Why does ", offering ..." comes after ... been introduced?
  • Why does "offer" become "offering"?
  • What kind of grammar is it? What is the name of this process?

The following rewording

has errors. The first relativiser that should not have a comma preceding it.

If you want to express the relative clause as a non-defining one, you should use which. Commas are then allowed.
