Assuming it's not a mistake, it's possible the utterance is an answer fragment to a preceding question. Something like:

Q: What is something most people don't know about you?1
A: That I get really shy when I am speaking English.

In this case "that" is a subordinator/complementiser. It has no meaning. It's a functional word used to introduce a subordinate clause.
