Does 'Any number can be used' use the pattern SUBJ + vt + noun + dependent clause?

In Guide to Patterns and Usage in English by A. S. Hornby, it is said that VP 21 is

Subject + Transitive Verb + noun/pronoun + dependent clause/question (see image)

If so, can we say that the sentence

Any number can be used.

has been written in VP 21 (Verb Pattern 21)? I'd like to know the verb pattern used in the sentence mentioned above. There are 25 verb patterns in the book. I'm confused with the verb pattern of the example sentence in my post. Please help me with this.
