It's just a shift in emphasis. It doesn't matter whether the connotation is positive or negative. The main emphasis of a sentence or clause generally lands at the end, so we lead with the context (&...

"once in a blue moon" and "rarely"

When you start the sentence with the negative adverbial or with 'rarely' then you doo need inversion. Not when the adverbials take their usual place in the sentence.
