What could "be followed up" mean in the sentence?

I received a sentence from a person and the sentence seems grammatically wrong

sentence: the letter was sent and follow up from the Department to the embassy.

I think the person intended to say "was followed up from ~", so if I regard this sentence like below

the letter was sent and followed up from the Department to the embassy.

what is the meaning of "be followed up" in the sentence ??

Or maybe the person intended something else using "follow-up" as a single noun in the sentence. How about that ??
