Does spend down means simply spend or runs

I couldn't found this phrasal verb from the dictionary.

Neoconservative foreign policy does not reflect business interests in any direct way. The neocons are ideologues, not opportunists.

Spend down means to spend until you have significantly less or nothing left. In this case, it means that they are spending the money that was willed to them by wealthy tycoons, rather than investing that money and spending the interest.

This phrase is also often used when people need to "spend down" a certain amount of their assets to qualify for benefits. For example, a person may need to spend down their assets to qualify for Medicaid.

    Upvoted this good answer, and would only add that there is a requirement in the tax code that tax-exempt charitable foundations donate a certain percentage of their holdings each year.

Medicaid spend down is what I have heard of.

Some people have too much income to qualify for medicaid. This amount is called excess income. Some of these people may qualify for Medicaid if they spend the excess income on medical bills. This is called a SPEND DOWN.

Alternatively, there's a metaphor "down" working here, 'decrease' is one of the meanings of phrasal verbs with 'down' (calm down, settle down, die down, etc).**
